Yes, I agree. You have about three times as many fish in the tank as it can safely handle. How long has the tank been set up? I usually would try to tell you how to treat the ich, but no matter what you do to cure the ich you will keep having disease problems until you reduce your bioload. Most of the saltwater fish books recommend 1 inch of fish per 3 to 5 gallons of tank water in saltwater tanks. Fresh water is double that. It makes me dizzy to try to add up your bioload. You must have all baby fish? The sailfin alone will get to about a foot and a half long. I have always used the reef safe "Kick Ich" to get rid of ich in a tank with inverts and live rock. The people on this form will tell you this does not work in most cases, but it has worked for me when I use the strongest dosage listed on the bottle and use it for a full month after the last white spot is seen as the cysts can live in the substrate for up to a month and then hatch and reinfect if you don't. This and most medicines for ich only kill the free swimming stage and not the cycsts. I like this product as it does not kill your biological filter like most medications, and does not harm corals, shrimp or snails. When using this or any other product you must remove all charcoal and the skimmer during treatment . Removing the skimmer for me ment doing 20 percent water changes on a weekly basis to keep the water quality high.
I would say to take 2/3 of your fish back to the LFS, but until you cure the ich they will not want them. Lesley

Sorry, forgot to answer your question. No, a cleaner shrimp will not control an outbreak of ich. They help a little, but not enough to keep the ich from killing your fish unless some other measure is employed. Lesley
