Ick + Hypo question

i was talking to a guy at my lfs and hypo came up. he said that if the ick is visible on my fish, like i see the white spots then hypo wont be helpful becuase he already has it or something, is that true? or can i buy a fish(just a hypothetical)where i see the ick spots on him, put him in hypo at 1.009 for 30 days and when he comes out after that month he will be ick free?

HNF: You know how to do hypo, and how it works. We've talked enought about it here.
Regardless if you can see ich on an infested fish or not, hypo works. Period.

but he also said that a fish comes straight from the ocean and the worst thing you can do is put him in salinity so low and that switching a fish from tank to tank is real bad for the fish and that the ick will come back. he is totally wrong about everything?

Switching fish from tank to tank is not wonderful, but introducing a sick fish to a healthy tank with healthy fish is much worse. There's no perfect solution to keeping marine animals, but there are things that we can do to maximizes their well being and make the hobby easier on ourselves.
Did you by chance read the FAQ section here?
When you QT fish, the only animal at risk is the fish in QT. Your display tank is safe, as are all the fish in the tank. When you get a new fish, you have no idea what that fish has. But, if you've been in this hobby long enough, then you can bet that chances are good that that new fish has something, and that that something is potentially highly contagious.
Placing a new fish in a QT ensures the safety of your other fish, and it gives the new fish very good odds that, if it does have something, that you will be able to address it with relative ease. And, if the worse happens, and this fish dies, then the only thing sacrificed is 1 fish, not all your fish or, worse, your tank if you, like so many do, attempt to medicate a captive marine environment.
