No, you need to setup a separate hospital tank and do hyposalinity treatment.
Use the search feature here and type in hyposalinity, you should get a good deal of responses. There is an active thread in this form as well that that I posted that details the procedure.
Garlic may ward off a few parasites or a mild condition; it will not work on an all-out ick infestation.
