I'd Appreciate some help with my DIY Overflow/Sump

I had a post in DIY and got some good responses, but this seems to get a lot higher traffic.
Here's my situation. I have a 46 gal tank and I'm going to make an overflow, and also a sump/fuge. I'm going to make a U Tube overflow. A single tube for the siphon, and single drain into a 10 gal sump/fuge.
Right now, I'm deciding the sizes of the tubing. I didn't realize how much return pumps cost, so I'm trying to keep flow to a minimum, to try and save money on my PH for the return.
1) I'm hoping you OKAY this: A single 3/4" or 1" U tube for the Overflow. 3/4" or 1" single drain into the sump. 10 gal sump/fuge. Then a 300 GPH Powerhead (probably too weak, what do you think?) w/ 3/4" tubing back up to DT.
2) Is it really an issue if the return pump/PH is too weak?
What i mean is, does it matter if water goes too slowly into the sump and back up? Because the way I see it, If the return pump, pumps water too slowly, then all that means is that the overflow will fill up slower, thus making the sump fill up slower. Does that make sense?
3) I was thinking about going w/ an in-tank fuge and I was told to make sure there is plenty of flow w/ a powerhead directly in fuge so the Chaeto is tumbling.
I was looking at other fuges (outside of tank) and they say to keep flow to a minimum.
This is what I got from it:
In tank=lots of direct flow
Out of tank=low flow.
Is that right?

That's that Quint guy? right?
He posted on my other thread, but just asked me some questions about my tank. I answered them, but he never got back to me. He probably never looked at my thread again.
I'll PM though. Thanks. Anyone else, feel free to answer my questions also though.

Your overflow will only go as fast as your return pump from your sump.. as the water will only rise as fast as that pump goes.

That's exactly what I thought, which is why I didn't understand why the return pump size matters so much. But BRIAND explained it to me. He told me that if the DT isn't overflowing fast enough, then the overflow is going to slow, causing air bubbles in the siphon.

Actually, you can delete the thread. I had a thread in the DIY section, but I decided to post it here because there seems to be a lot more traffic in the New Hobbyist section.
Feel free to delete it, because it's basically the same as another thread I had.
