I found this in my LFS tank of throw always bought it for $3.00 because I wanted to use it to glue some frags on put it in my QT and one day latter the brown film which is still visible on the upper right peeled off and what looks like Zoos popped out any ideas on what this is

Looks like a pagoda cup to me. Id spot feed those polyps and move it on up. That was a steal for 3.00 though. Nice!

yup it is a pagoda but it has some type of infection

what can be done for the infection and is its a problem for the rest of the tank

I would just leave it alone. It looks to me like it just went through some rough times and is on the way back.
I wouldnt worry about anything spreading to the rest of the tank as its pretty tough to diagnose an infection from that picture when it looks to me like it was in a pile of rubble without adequate lighting and food.
Just watch it closely and if it dies off then you end up with what you started with.
