Since they have the spout in the middle, I'd think a variety of barnacle.

That was my first guess as well. I have seen something like that before and I can not remember where.

It looks like scroll algae, Lobophora variegata.

I think your right its Lobophora variegata is that a bad algae?

If you can scrape it off, I would. I had it in a tank, and it was a pain to get rid of. It doesn't grow really fast, but it will overgrow everything.

It's Lobophora. Definitely scrape it off and remove it from the tank. I had a patch like that a couple years ago and I left it alone because I had no idea what it was. It has since taken over the tank and I'm still struggling to remove it from the tank.
