I want to set up 3 quarantine tanks on a stand one on top of the other like a book shelf. Does anyone have any ideas on how to build this. Two will be for fish one for a frag tank. Any and all suggestions will be looked at thank you.

Ok... my thoughts:
NEVER put a fish quarantine tank on the same system as a frag tank. Quarantine systems typically become hospital tanks where you treat your fish. Frag tanks are meant to run semi-sterile and be very controlled and should never have meds dosed in them.
I have had tiered tanks before, for fish only systems and for frag grow out tanks, but NEVER combine quarantine with frag tanks. I typically wouldn't even run two QT tanks on the same sump either.

Wasn't plannning to run on one system all seperate filtration. Just need a stand to put them on. I was figuring making something with 2x4's if no one had no other ideas.

Sure. I know an easy, simple, compact design for multiple tiered tanks Sorry that I just assumed! I haven't had a good night sleep in awhile, sorry that I was a bit cranky. lol
2x4s would work perfectly. What size tanks are you going with?
Also, I highly suggest putting your frag tank up top, where water from your QT tanks can't leak/drip into it accidently when you put your hands in the tank etc. It's still a bit risky, IMHO.
