Idea's for a 75

I am thinking of starting a 75gal aggresive. But the goal of this plan is to do as much of it DIY as possible for two reasons. It will be the guinea pig tank for the 300gal we plan to build in wall in a few years, and I would just like to see how much DIY I can do and save some bucks. Here is my plan so far:
1. Shallow sandbed
2. Mainly Agrocrete and Lace rock with some LR. I would like a few Large show pieces with lots of holes and stuff, I don't really want a wall of rocks like my Reef has. I want more swimming room.
3. For filtration I am planning a rubbermaid sump with a DIY skimmer. and rubbermaid refugium. And some powerheads in
the tank for circulation
4. I am considering a phosban reactor to remove phosphates.
5. For lighting, probably 4 NO lights two 10k and two Actinic.
Stocking list:
1. valentini puffer
2. flame hawkfish
3. Bi-color Angel
4. lunar wrasse (friend has this in a 20gal so I am rescuing it)
Comments or suggestions are appreciated.
The one thing I wonder about is filtration? Should I have a wet/dry with bioballs or a cannister?

I've heard people have better success taking the bio-balls out of the wet-dry and substituting a bunch of LR pieces in there.

2. Sounds good.
3. Sounds good although I would add a small section of bioballs
if possible. Circulation is very important, make sure there
are no dead spots.
4. I wouldn't worry about phosphates for an aggressive tank,
but a reactor wouldn't hurt anything (although it would take
constant changing of the media to keep up with the bio-load)
5. I would only do enough light to see the fish. Helps cut down
on algae problems.
Stocking list looks fine.
