ideas for diy surface skimmer.

ok i just read up on how pulling the water as close to the surface of your tank over as wide an area as possible is the best way to pull garbage out. kinda like how you want to pull an oils slick off the surface only. I was wondering who's done something similar... is there any methods that are better than others? mabee a floating surface skimmer that rises and drops with the water level?

i should add that my intent is a 125gal DT and a 55gallon sump system. with in sump skimmer and LR chaeto section as well.
and a 1800GPH return pump.
i want to have a drilled hole in the back of the tank with a downpipe to flow into the sump. but the feed from the down pipe i want as clsoe to the surface and as wide as possible.
