Ideas Opinions Wanted Tank Upgrades

Currently I have a 60 gallon with about 45-50 pounds of live rock (looks pretty sparse) a 800 GPH HOB overflow (which isn't putting out anywhere near 800 GPH) and one 200 GPH PH.
What should I add (if anything)? My initial concern is that I am not getting enough water flow in my tank. If I am getting 600 GPH through my sump (which I doubt) then I think I am getting about 13x turnover in the DT.
Also, to add more LR would it work to get a whole bunch of base rock and seed it in rubbermaid containers for a few weeks to cure it? Trying to keep costs down.
I'm trying to get things squared away as I only have two fish w/ a buncha rocks and my wife is starting to wonder why I spend all this money on two fish w/ a buncha rocks :) :)
Should I start stocking the tank when my EuroReef comes in?

Base Rock should come "dry" and shouldn't need to be "cured"
Rearrange your tank placing base rock first then LR on top, the rest will come naturally...
What size "return" pump are you using, vertical distance to tank, size of return line, and number of "elbows" to re-enter tank...
This will determine the GPH return to your tank...
An 800 gph overflow will return 800gph, but if your not putting that much in...:thinking:
If the tank is "cycled" and up and running...you can fire up the EuroReef anytime.
