I poured the sand into a quart zip-loc and added tank water. Then I lowered it to the bottom and poured it on top of my existing sandbed in thin layers over a few days. I added about 4-5 lbs a few months ago and had no sand plumes.

I recently added 15 Lbs to an established tank by putting wet sand into a pair of nlyons (5 Lbs per nylon), placed the filled nylons in the areas where I needed to add sand and waited a day, then cut the nylon slowly and let the sand fall out on its own. There was a minor sand cloud near the area I added the sand, but it cleared up within and hour.
