Is this too low for salinity for a reef tank? I plan to increase it after next water change.
Nope. I kept my tank at 1.021 for over a year and decided to gradually increase it up to 1.023. I'm just now trying 1.024. The corals did a little better at the slightly higher SG. I think 1.023-1.024 is perfect.

a specific gravity of 1.023 is not likley to be immediatly fatal to most things, though for most inverts the most often reccomended specific gravity is from 1.024-1.025
I run my reef tanks at 1.027

I like the 1.023-1.024 range. It leaves room for evaporation without a disaster.
Also, I've noticed that fish don't really like the higher SG. It's a fine balance I guess. Everyone has their own thing that works for them. I personally would not run my tank above 1.025

really? I've never noticed any such thing. I have noticed fish dont like sudden jumps in salinity, but I have never noticed an adverse reaction to proper acclimation to a higher salinity.
