Is cutting the extra silicone off the outside a dumb thing to do??

I was at the lfs today and some of the tanks had alot of extra silicone on the joints is cutting that off with a razor blade going to effect the seal of the tank??

Well my read is that if it is on the inside I would not touch it period. On the outside where they sometimes squirt a little extra to the right or left of the seam that I carefully remove. Having had a tank with a leaking inside seam I always wondered if my cleaning the CC in the front bottom of the tank may have loosened a weak center seal (that is where leak began) lfs said probably not but I still wonder if it was the tank or my neatness that caused the problem.
