Hi everyone says to get water from say Walmart or a store like that with distilled water or whatever kind of purified water
I have a filter on my faucet is that filter good enough to use for water changes and for adding for evaporation?
also is it nromal for there to be a salt buildup around the top of my tank?

The salt build up is normal, it's referred to as salt creep. If you have any splashing going on at the surface that will cause this. If you have air bubbles going in your tank, that will cause it also.
As far as your "filtered" water. Sounds like you have a carbon filter. This will eliminate taste and odor, but it will not remove lead, copper, silicates, or any other element/metals.
RO/DI water is your best bet. Home depot sells an RO unit for 150. I use it and it works wonderfully. But just for fun I am going to add a di unit to the system.
