is it good to keep a small tank for when you clean?

is it better to have a smalltank to maybe keep fish such as lionfish and eels while you are cleaning the main tank?

Its not really needed unless you have sick fish. When you clean a tank do you mean water changes? If you have a reef tank then all you have to do is stir up the water a bit and suck out JUST water. If you want to clean the walls then get a scrubber(plastic) or a magnet cleaner.
If you have a FISH only tank and i mean fish only, no crabs or anything then you can vacuume the gravel since nothing is sifting through it and fish "mess" is piling up in it.
If you have fish AND inverts sifting throught your rock and gravel then the first method applies.
BTW moving fish around like that can really shock them and potentially kill them and shouldn't be done unless you need to quarentine.

clean what? Unlike fw, we do not actually clean our tanks. We just let the tank clean itself, occasionally clenaing he glass and maybe the rock. To clean the fork, we just use a turkey baster and squirt the junk off and let teh tank and skimmer do the rest. for the glass, we let teh snails dclean this, andmaybe occassionally scrape it witha razor blade or scraper.
Other than that, all we do is water changes(only partials, like maybe 10%)
