I have never used a qt tank before but watn to start to use one to be safe. Now my ? is I will be using a 10g tank that is currently empty. Is it possible to just put mixed up sw in it with a power head and a heater and just change like 50% of the water when the levels of amn and nitrates and nitrites start getting high?

Yeah, I've done that with one major exception....Don't wait until the ammonia or nitrites get high, or even at any level. With this kind of set up, you should be doing small water changes daily, and, when fish are in the tank, check water quality daily.
QT must have optium water quality at all times.
