yes, the ones with the yellow tails are males and the plain blue ones are femles. I got this from some site.

I was under the impression that the plain blue ones are 'BLUE DEVIL" damsels.Not femail yellowtails.......

i am not positive on this because ive only seen this said once and i cant remember were. any one know the scientific names of both the blue and yellow tailed then that will solve it.
 
The yellowtail blue damselfish it Chrysiptera parasema.
There are two other blue damsels one is the Blue damselfish (blue devil) which is Chrysiptera cyanea
and the South Seas devil damselfish (Fiji blue Devil) which is Chrysiptera taupou.

It says under the Blue Devil or Chrysiptera cyanea that the males from some Indonesian waters have a blue tail with dark border: in other geographic areas the tail is brught orange. The female's tail is clear.
for the South seas devil damselfish or the Chrysiptera taupou the males have a blue spinous dorsal fin; in mature females it is yellow.
Nothing about the yellow tail

ok ive looked at another site and it said that the plain blue ones scientific name is Pomacentrus colestis with the yellow tailed ones having been known under many names Chromis xanthorus, Pomacentrus caeruleus, Adudefduf paraema, and Pomacentrus violascens. So i guss that other site was wrong, sorry i miss informed. :)
