if you're in socal, try "recycler" sold at your local 7-11 type stores. it's where i found my icecap 660, four vho bulbs, and lots of other rio pumps, and other supplements for the cost of $220.00. :)

my god yes, you can probably almost do that with lr (before fish i'd say 3-400 maybe even less, if you get lucky), if you are resourceful, an shop befor buying,
used 30 gal with lights = ?(20$ up to ?)_
semi economical skimmer 30 - 80 $
sand (use southdown) @10$
if you want lr MO for <150$
salt @20$
and 2 smaller powerheads(maybe 1) 20 to 50$
heater 20$ +/-
I would think that you could very easily achieve those numbers, especially if you get a used tank, or one from walmart with a few extras(ie lighting and hood) for @50 to 80$
ONE GOOD PLACE to look is your lfs's, some of ours have a board where you can buy or sell used equipment and you could be surprised our first 40gal, with stand light hood and 2 filters was only 75 plus he gave us alot of extras like test kits cleaning tools suppliments food and 2 bulk packs of filters and carbon

i know yopur on the other coast but, the wal-marts here have a 55 gal tank with a whisper type filter, 200 watt heater and the cover w/ lightstrips in it for $159.99. that would almost be enough to get you set up and running for a FOWLR. all you would need is some good sand and look into a skimmer. all that would be missing is a stand which you may be able to DIY. if you could fit a larger tank that may be a bit nicer than the 30 gal.
