Is my Cycle Over?

Well today one of my damsels died and there is browns stuff all over spots on my live sand, all i have in my tank right now is 1 damsel and live sand but no LR! so help someone!

You should get some live rock, It provides natural filteration and removes stuff that artifical filteration can not.
Then you should probably test your Nitrate level in your tank
Just saying from what other fellow forumers have told me

ammonia, nitrite, and nitrate all need to be tested. they all need to read zero.
how long has your tank been up and running?

I agree ... except the nitrates don't need to be 0. IMO < 40 is fine. If you plan on adding LR now is the time.

I have seen fish and coral in a tank with Nitrate reading of 160. It was not my tank, it was another persons I was taking care of. I tested it twice and it read that.

Dissagree ... that's the ideal reading for nitrates but is very rarely accomplished. As stated, you can have very high nitrate readings and not have a problem.

It would be very rare for nitrates to go down to zero on their own at the end of a cycle without doing a massive waterchange. Unless you have a fuge full of cheato, a dsb or some other means of consuming the nitrate there is no way to get it out of a tank other than water changes. Yes I know that there will be some bacteria in the live rock that will support that process, but generally not enough to make your trates go all the way to zero.
If your amm. and nitrites are at zero, do a water change to get the nitrates down to below 20 and you should be ready to add fish. If you are going to be adding corals you want to get the trates down to as close as zero as possible. Below 20 is fine for fish IMO.
