Is this a good deal?

I've found a person selling as follows for $25! :
"250 watt ballast, It will work with a 500watt also... This unit takes a double ended bulb. This auction does not include the bulb.. You get the reflector, ballast, and all the wiring..."
This sounds like a good deal, but what is involved in retrofitting everything? I originally wanted to do hanging pendants. Is this possible with a retrofit kit?? Thanks in advance...

a 500 watt ballast wont work with a 250 watt bulb and a 250 watt ballast wont work with a 500 watt bulb. It might be a dual ballast, meaning its two ballast built into one heat sink to drive two bulbs..
