I think you already know the answer roggy.
A yellow tang in a 20 gallon tank is certainly not being fair to that fish.
1-2 Damsels is about all I would consider keeping in a tank that size.
Sorry to have to say it but I feel your tank is way overstocked - overcrowded.
Do you have live rock as well ?
