is a t6 dual day/actinic light with 11000k ultra daylight and actinic 03 sufficent enough for corals such as torch, bubble, hammer. and a bta?
or what about a t6 blue actinic 03 light? which one is better?

very and acintics only add color and texture to your corals and anemones, does nothing for there zooaxathelle (spelled wrong) your going to need to drop some bucks to get a light system. you might want to look into metal hailed or nova extremes with individual reflectors. the type you need is called ho. (high output) and without a high output lighting system you cannot put high output bulbs in. and with those two your going into the hundreds for the whole system. i would suggest t5's they are semi cheaper except the bubble tip might require more light. and im no expert, so dont quote me im sure someone will see this and elaborate on it much more for you

one bulb is highly inefficiant. If it were 8 bulbs of the T6 light, 4 daylight and 4 actinic, yeah, that would be fine.
The corals and anemones you want to keep require tons and tons of light!! You might want to consider buying VHO's instead. Nice cheaper alternative.

Well VHO can refer to T12 fluorescents, or T5ho that are overdriven (run at a higher wattage). The "T" refers to the diameter of the bulb. T5 are 5/8" dia, and T12 are 12/8" dia (1.5").
T5ho are the way to go IMO. Using good bulbs, and having individual reflectors will allow you to keep whatever you want. What size tank do you have?
