Is this tank cycled?

I set my 30 gallon back up a week ago. I added about 3 lbs of lr and a cocktail shrimp. I just tested the water and the results are:
Nitrite- 0
Nitrate- 10
PH- 8.1
Ammonia- .1
Do you think that this tank has finished cycling?

I am by far the expert on this, but my guess would be that the cycle has just started.

I would have to agree with the ideas of diceman. THe tank is just starting to cycle unless all of your water, sand and rocks are from an established tank.
