Is this too much light:130watts of power compact lights and 70 watts of metal halide on a 20 gallon?

not really. it depends on what u want to keep.

I have a 20L and I run a 150w MH with 2x24 retrofit ATI Blueplus bubls. They add a little par to help corals.
