Jebo Skimmer

I just bought a 29 gallon tank from a kid at my school. In the process of cleaning off all the dried salt and debris I started poking around with the skimmer. I dont know what model it is but I do know it is a Jebo.
Here is my question:
In the "collection cup" should their be a foam bad of sorts? It looks like the water comes in from a pump than into the big tube (long shaft in the middle) and up in the collection cup?
I will get pictures asap but just wanted to know if people had this same problem or know what I am talking about.

If the water is flowing out of your collection cup, you need to adjust your flow control valve, and when you get it just right, foam will go up the top of the shaft into the cup, hope you can understand that
