junk growing in sump

i have a wet/dry filter that keeps growing or something this brownish/grayish powdery loking stuff at the bottom of my sump. also i stuff on the walls that kinda looks like algae. what should i do? i heard to take out the bio balls so i did that and clean the wet/dry out afterwards but it keeps coming back. would live rock help in the sump area?

I have that powdery stuff on the bottom of my fuge. I think it's just detirus. I don't think it will hurt anything being there, I have had it in my fuge for months now.
