Just added skimmer - tank is full of bubbles!

Just added the CPR BakPak2 Reef ready to my 40 gallon.
It is working well, except even with the valve set to its lowest, it appears to be pulling in so many bubbles that they fill up the entire unit and right out the outflow.
Is this normal when first running? It says in the CPR troubleshooting that bubbles re-entering the tank can be cause by several things - but that it should stop within 48 hours. However, it just looks to me like there is way too much movement and bubbles. I am really confused.

They make a bubble elevator I thought for those models.
Its more or less a small tube that the sits under the return. The return runs into it and of course into the tank. The tube allows for the bubbles to travel back straight up and exit instead of flowing around in the tank.
Before you go makeing special accomodations try just tuning it all the way back and letting it go for a few days. Could just correct itself like magic. Too early to tell when first set up.

yeah...it came with that and also came with a little mesh bag that is supposed to be the "bubble eliminator"
The skimmer has been running 2 days now, and I actually think the bubbles are becoming less of a problem, but are still re-entering the tank.
