Hi, welcome to the site!
Whatever size tank will fit comfortably under the display in the stand, get the largest sump you can manage...the more water volume the better. IMO...A reef does best with a refugium, so you want to add a chamber in the sump for that. A skimmer is also a good idea to have, I personally like the Octopus or the Tunze brand, there are some really expensive ones out there that are supposed to be awesome...which I have no experience with, but the two I mentioned I personally used, and they were very good. A drilled display tank will save you tons of headaches down the road, I HATE siphon overflows.
Live rock and reef sand is the place to begin. Then, if you have no experience, get a good beginners book and come here to ask questions, not a fish store, we don't want to sell you anything. Every person has their own way of doing things, there is no one way when it comes to running a successful reef, so asking lots of people is fine, but don't mix methods, find who you trust for information and go with it. That's the beauty of this site...lots of brain storming folks to get the best answer for you.
