Killer Toby

I feel like I post this post every few weeks anymore!
65g, water is close to perfect.
I have an Toby puffer. He has basically claimed the tank. In the tank right now is a niger trigger and foxface. These two hold their own with him and are not bullied. Since the toby has been added, he has killed Maroon clown, Domino and blue damsels (good thing?), narrow lined puffer, probably more- I just forget. I have rearranged rockdown, put the toby in a smaller tank for a few days...nothing works so far.
I am looking for suggestions on a fish to add to this tank that has a chance at survival. I thought the narrow lined would be the answer. He couldn't hang in there.
I do NOT want to lose my favorite fish, but should I just assume he won't let anyone else play in his world?

hows your bioload though? there may be only 3 fish, but 3 messy eaters. If youve already tried everything man, you may just have to face it. Or if youw ant more fish even get a seperate tank. What about a snowflake eel? Like a largerone, he might do well.

Yeah, I was concerned about my bioload. I plan on upgrading my tank in the next 2 years so when the niger is big he will have a new home.
I will think about the SFE.
Any other suggestions?
