Are there husbandry techniques that would stop my Rose Anemone from killing my fish?

Well, not totally - unless you abstain from keeping fish at all. Rose anemones aren't the most notorius killers, so you might just be careful to pick fish that aren't bottom dwellers or perching fish that are more likely to come in contact with the anemone. Stay away from dragonettes, blennies, seahorses, pipefish, certain gobies, etc.
What has your anemone killed?

Cardinal disappeared second day.
Both Oc. adopted Anenome instantly.
Mated male Oc. seen six weeks after purchase, blind and disoriented and died a few minutes later.
Second male Oc. was accepted by female and disappeared 4 weeks later.
Blennie seen 3-4 weeks after purchase blind and disoriented and died an hour later.
LFS has tested water several times during this period as well as I did. All tests very, very good. Their opinion is that it is the Anenome.
Female Oc. no longer enters the Anenome, only smells it as does the Wrasse. Anenome has only moved once and that was two days after purchase 4-6 months ago.
Can't come up with another answer. I want more fish so am working up to removing Anenome. Not happy.

Are you sure it's Entacmaea quadricolor? I'd be very surprised if that particular anemone killed those particular fish. It's certainly not impossible, but quite unlikely.
When you say the water tests very good, what exactly are your parameters?
