LED's for freshwater tank

My parents are looking at adding some different lighting to thier 75 gallon freshwater tank and they love the "shimmer" effect.
I was curiuos if those LED's from home depot for about 50 bucks a piece would work for this? Couple of notes, he doesnt have any plants, he doesnt like a very bright tank, he thinks his current 15 watt flourecent t-12 is almost bright enough :) and he loves blue.
So my questions are...
1.) can the bulbs be changed in those screw in LED fixtures so i could mix in some blues with the white?
2.) is there a better option (possibly even cheaper since im not looking for PAR values) than something like the philips 15w screw in fixtures at HD?
3.) Is there such a configuration with those little lights where I could get some decent coverage with just two lights? (what optics gives the most spread and about how much would it cover if I had the bulb about 8" from the water surface and the tank is 22" deep?)
4.) If he did decide to go with some live plants later would these grow them ok or not really? I could always throw in a grow bulb flourecent if he decides to go that direction if they won't.
I read up on evils par38 builds but thats more geared towards corals and he doesnt need anything that powerful.
Thanks in advance. I know its a saltwater board but the LED's seem to be pretty popular here and i didn't know where else to turn ahhahaa

i would just buy a powerbright bar with a mix of blue and white. it will give great color in the tank/ should be bright enough from what your saying, and wont cost very much.
as for the lights you talking about i also believe that will work ok as well since par/growth are not a concern. yes you could change the bulbs assuming you have that abbility
