Lfs having strange meltdown

My lfs owner is grasping for answers. I told him about this board and he asked if I would post his problem. He is in need of Beth or Terry B. help.
This problem has happened 3 times this year. He runs a very clean system, fw dips fish and will not sell them for at least a week after they start eating. The system is a wet dry system with cc in all the tanks. His reef tanks are on a different system than his fish tanks.
This problem is only in the fish tanks, and happens very very quickly. It starts and in 3 days all fish are dead with no real reason. He says all levels are good and has had other lfs stores confirm this.
The first symptom is fish starting to lose color. They will go almost all white in about 24 hours after first showing symptons. They lay about the bottom with heavy breathing...then death.
This problem has happened only this year( he has been in business for 25 years in this area). After about 3 days all the tanks get a milky film over the glass. The final solution is a total wipe of the system. New substrate, rock water, and a full washing of all pipes and tanks
He told me a ton about this and I just cant rember it all. I am sure if you ask me any questions I can answer about some more symptoms.
