15k Tells me it is not from one of the big companys. I would say Blue Ocean or Oddsea. I would not think it is a quality setup. Which means in the future you would have to replace either part or all. 15k ballast? could you find them? If so how much? How much are the replacement lamps? Either way I wouldn't mess with it as it is not standard. Which also means resale may be a problem. My 2 cents.

they are new but some off brand. i just dont have the money to get a good brand light like that.

for a tad over 200 you could get a T5 4 x 54 watt setup with moonlights
