That should be enough. I have a green on the sandbed in a 37 gallon with 70 watts and it has been doing great.

Yes, Open Brain corals dont usually require high light conditions.

CC is ok but requires vacuming to remove gunk build up.
Also like others have said I believe open brains can be kept in low light conditions.
