I have a 28 gallon that I am going to turn into a reef tank. What lights do you suggest to buy for it? The cheaper the better

If you plan on making it a reef tank you'll need to go with a T5 HO unit or Metal Halides would be ideal if you can afford them.

Lights for a reef tank are not cheap...
If you buy cheap lights you have cheap lights not good in long term.
Cheap light come with cheap bulbs that will not last so add new bulbs into the
cost of the cheap light.Cheap light will not last with the salt water that will get on it thay may short out... buy good light it will be cheaper in the long run.
You may try used not cheap lights But get new bulbs...
