Since you're running a F/O system it pretty much comes down to what you want the "look" to be. You don't have to worry about "feeding" anything.
If you like how it "looks" then you should be fine.
Where did you find 32 watt 48" bulbs? I thought 48" bulbs were all 40 watt.
