My actinics come on at 7pm and go off at 3am. My 10k bulbs come on at 8pm and off at 2am. This keeps the actinics on 1 hour longer in each direction to simulate sunrise and sunset.
I watched my fish and this seems to suit them. When the actinics come on in the "morning" they slowly start to swim around and they don't look stressed at all. An hour later when the 10k bulbs come on they are already fully awake. When the 10K bulbs turn off for sunset I noticed it takes them about an hour to settle down. With the actinics on they eventually find their hiding spots and when they finally turn off the fish are already in bed for the night. I have 8 1watt led moonlights to keep them company when the lights are off.
