Lime green algae after brown algae? Is this part of cycling or is a fiji rock thing?

I know I need to upgrade my lights because i am still having trouble with that easily wipe away brown algae. I have noticed that in the last couple days there are spots on my rock that are turning lime green and this does not come off easily.
Is this part of the fiji rock coming back to life or is this a different kind of algae problem?
My nitrites are 0, Nitrates 0, amm 0, salt between 23-24, calcium 400, PH 8.0, temp 79

yeah I found out the good purple coraline algae start as a neon green color.
