live rock/sand

Can I buy a small amount of live rock/sand that will inhabit DIY rock? I'm getting a 12 gallon nano and don't want to spend all my money on LR.

Yup, get like 1 lb. of live rock and over around 6 months it should seed all of the base rock and start making it look like live rock.
