Yep.
But I wouldn't go less than 50% live though. The less you use, the less biological filtration the rock will provide, especially at first when your tank needs it the most, and the less you use the longer it will take to seed your base rock.

I bought base rock for the lower part of my tank and withen 4 months I started to have coraline growth.
