live rock

do I need live rock to start a saltwater tank,back in the 70s I never had live rock and never had a problem.

Yes, I recommend using LiveRock and LiveSand or at least seeding the sandbed with LiveSand. It acts as a biological filter and will introduce many little critters to help with you bioload.
Stay away from Crushed Coral, it traps waste and can cause a build up of nitrates over time. Use a couple of powerheads in the tank for water circulation and get a good skimmer and a HOB Filter or go with a skilter if it's a small tank...

Do you have to start a tank with liverock? NO - though it is a good way to start, the live rock, live sand is always a good way to start a tank off to natural filtration.
You can even use cheap base rock to start a tank, after a few months it will have the bacteria on it.
It all kinda depends on what type of tank your trying to setup.

Which one?
If you remember the 70's then you remember Undergravel filters and crushed coral. Please don't use either for a saltwater tank. I did, learned my lesson and moved on to the rock and sand method.
