the skimmer will remove protein from the water before breaking down to ammonia which leads to the accumulation of nitrate...
so... with a protein skimmer you will need to change water less often to keep nitrate levels at acceptable levels for the things that you keep in your aquarium.
without a skimmer you will just need to change water more frequently than if you did have a skimmer... either way is fine
