Corals can grow on live rock after you place it on the rock first. but really what grows on live rock is algae, and bacteria

Everything found on live rock must be introduced, either in the wild or in captivity. This includes bacteria, algaes, worms, pods, hydroids, corals and so on. The rock is basically just that. A rock. The stuff that calls the rock "home" is what makes it Live Rock.
