live rock

Im setting up a 75 Gallon tank and im wondering how much live rock i have to have like whats the bare minimum i read a thing that said there should be no more than 1 1/4 to 1 3/4 per gallon. can I put like 20 lb instead of 40 and have decorations in the tank?

Id say go 40 pounds of live rock. There are some good, cheap online retailers for live rock with free shipping starting at 40lbs. Just have to google search real hard.
Live rock is great to get a tank established faster than hald dead rock half live. It also really depends on what "look" your going for and if you plan to put any in your sump/fuge.

Really no set rule on amount of LR or dry rock per gallon of water.....That's just a rule of thumb.....It basically comes down to your personally liking.....
