Hi,
How much rock is already in the tank? You will eventually need about a pound per gallon. Starting with half that amount is fine, and plan to add more rock later, but once a fish is in the system, it's time to be cautious. Also, always make sure the rock is on the bottom of the tank, and the sand over/around it....you can't build on shifting sand, a rock slide can crush a critter, and/or break the tank.
Just a note: The worse thing about new rock are bad hitchhikers, and the possibility that it was in a system with fish, and could have the parasite ich attached to it. Put new rock in a tub by itself in saltwater with a power head for at least 6 weeks to be sure it doesn't have any nasties on or in it. Saltwater ich is a bugger to get rid of, and an ounce of prevention is worth it's weight in gold.
Always be on the lookout for good hitchhikers too....I have seen people get anemones, and cute little fish that were hiding in a crevice. I never got anything good, but you never know.
If this is a 100% new system...just add the rock, and wait the 6 weeks before adding fish, once you have fish...then if you want to add more rock follow the instructions about using a separate tub. A quarantine tank for all new fish will save you a ton of headaches later.
