No, the old rock will not grow back if there is no other live rock in the tank. The old rock will grow new coralline algae if you add some new live rock. I would not use the rock in a freshwater tank. The rock can grow some algae, but not much if there's no other live rock in the tank.
RockinAR - what's happened ?

Back to the question at hand.
I don't think the old live rock will every sprout inverts or other hitchhikers, but, it will develop character and provide valuable filtration.
I added about 22lbs to my aggressive tank about three weeks ago. White as snow. Now it's starting to turn purple and green in spots with coralline and taking on the colors which are familiar in fresh live rock.
I'm hoping in six months I won't notice the difference. Of course, as stated, I had good live rock in there with it to "seed" the new stuff.
Good Luck!
