welcome to the boards...
if you have an under gravel filter you might want to upgrade to a better filtration system. there are some great help topics in the frequently asked questions and archives forum. as long as your rocks are stable it doesn't matter how high the rocks are. you do want to make sure that water can circulate around and behind the rocks to avoid a detrius build up and dead spots in your live sand.
