Live Sand

I'm trying to learn about sw tanks, and just wanted to know approximately how much it would cost. I would probably have a snowflake morey eel, ssome clowns, maby coral, live rock, shrimp, and a goblie. etc.......

that is a good price. check the bag for a date.
about 1 1/2 lbs per gallon. generally speaking.

gobies typically like a DSB (deep sand bed) this is a good filter as well. it is about 4 inches.

You can use sand that is not live, which would be cheaper, something like southdown, and then seed it with the live sand. Then all of your sand will eventually become live.
The amount of sand you would need would depend on the depth of the sand bed that you want. It is recommended that you have atleast 4".
