loin won't eat

have a volitan that just stopped eating arrund two weeks ago
he was throwing off a white slim though it might be bactaial so used melafix no change ,bough some live tuffies made a half
hearted attemp at it never ate , bough some live goast shrimp
same thing ,tried soaking silver sids in garlic no luck.he shares the tank with a picasso fish,snow flake eal.they all get along-I see no torn fins on the loin, as he is the larger of all ! so I don't know what to think or do

nitrates .o ph 8.2 nitrite .o ammonia .o salinity .23 his jaw looks fine and what little I can see into his mouth is clean,the fish it self is appx 8" I did cut the food small still won't eat just hangs on the botten ,he would never eat squid or scallops,just silver sides ,dried or frozen krill. I change 15% of water every other week. 40 gallon tank with 250 gph filter power head at 250 gph so I have more than enough water movement.
