Long, but I really need help

Some of you have already heard my posts, but please be patient. I have a 37gal. tall reef tank. 45lbs of live rock, lots of cleaners. Currently running an Eclipse, but ready to change. I have now lost all of my fish. Inverts and corals doing good. Anemone looking really bad. I know now I had no business getting an anemone, but i didn't know then. All water parameters are good and I have been testing DO to see if that is the probem, but I don't think so.
Question 1: Do you think my anemone possibly dying could be killing the fish?
Question 2: I am going to go with an Emporer 400 and a Prizm skimmer, what do you think?
Question 3: I have decided to go with 3-24" VHO's for a total of 225W (6W/gal.) What do you think?

On your first question I would recheck your water parameters first. I have not heard of an anenome releasing any kind of toxins when they die.
I personally would not get the 400 the L.R. & the Prizm will provide the filltration needed.
I think your lights will be fine with a mixture of bulls (daylight and actinic).The mixture will depend on the creatures you are planning to keep.

If the anemone died, it would breakdown into ammonia and kill your inverts first. So that is prolly not the cause of your dead fish since inverts are usually more sensitive to ammonia.
The skimmer and LR is really all you need.
Your choice if light will be good for all polyps, soft corals and some hard corals, but stay away from light demanding corals and clams(squamosa and deresa are okay). I recommend 1 daylight, 1 50*50 and 1 actinic VHO if you want 3 bulbs.
What are the water parameters BTW?

The water parameters that I check are as follows:
-PH 8.3-8.4
-Temp. 78-79
-A trace of Nitrates
-Nitites 0
I have been having my LFS check at least once a week and they have found nothing out of check. The fish loss is a loss to us. I have checked DO and everything. I have two powerheads moving water, so I don't think I have any dead spots.
Thanks for the tips on bulbs, I was wondering that next. :D
